Full Report of the Commission on the Reform of Public Services

The Commission on the Reform of Public Services was set up by Reform in 2002. Its members are Sir Steve Robson, the former Second Permanent Secretary at the Treasury, and two former Finance Ministers of New Zealand with an international reputation as reformers, Sir Roger Douglas and Ruth Richardson.

The 140-page report, ‘A Better Way’, directly challenges the premise of this week’s tax rises, arguing that the current policy of ‘tax and spend’ is economically damaging, that money is being wasted, and that with structural reform Britain could have far better public services and lower taxes.

The Commission sets out proposals for real change, including:

  • Giving patients real choice by moving to health insurance in place of a taxpayer-funded NHS.

  • Giving parents real choice and sweeping away state direction of schools.

  • Making the police properly accountable for their performance.
